Change Icons on Windows Vista

 IconPackager is a program that allows users to change all the icons on Windows at once by applying "packages" of icons.  There are thousands of icon packages already available for free download to do this.

What's new is that IconPackager 3.2 is now in beta for Object Desktop users with an expected release date of next week. This new version supports changing icons on Windows Vista including live folders.
