Tab Launch Pad & Virtual Desktops

Just installed OD on Windows XP Professional SP2. Two problems:
1) The tab launchpad got itself "Off Scree" somehow & I can't get it to reappear.
The helpful "restore all windows" option on the virtual desktops doesn't seem
to work.
2) Is there a way to "lock" the tab launchpad to all the desktops?
Basically, I want this to work as well as it does on my OS/2
machine where it incredibly useful.
