increasing event frequincy . how ?

well the title prtty much says it all . i looked but i couldnt figure out on my own and didnt manage to find how could ia mke colonozation event 100 % on colonizing planet and how could i make normal random events apear twice as much :/. if anyone knows how to do it please tell
