New race configs

I noticed there are a number of intriguing changes to the config XML for custom races, but I can't seem to find any documentation that describes how to use them. In particular, I'm interested in the dialog tag; can I use this to create custom text without overriding the text for core races? If so, how? I've tried experimenting with it, but to no avail.
