Is there any way to stop object dock from popping up when the oppisite side of screen has the mouse over it?

Right click on tabbed dock, Tab Settings, select Hotspots on OD config. There must be a hotspot for opposite side from dock set to open dock. When a hotspot is set to open dock it will be white, select it and set it to Do nothing.

It sounds like you have a hotspot there.

Go to Dock Settings |Hotspot
If any of the arrows are white, click on it and in the box below chose the "do nothing" option.
