quick question about picking a race

I'm sorry if this is a really stupid question, but how do I pick which race that I play as. The only race I have access to are the humans.

You probably have a scenario set (such as classic galaxy). Check on the galaxy setup screen just under the size menu should be the scenario menu, set it to normal.
