Did DA fix the orbital terraformer?

I'm planning on building the orbital terraformer in an upcoming game but don't want to build it to later find out that it's not working properly like in earlier versions of Gal Civ2.

From memory when you use to build the orbital terrformer it would work fine on your existing planets but would screw up the PQ levels on newly conquered planets.

Does anyone know if this has been fixed in DA?
