CPU Option vs Difficulty setting

Guys,

I am a bit confused as to what effect the 'CPU option' has on the difficulty setting.

In other words, which is more challenging:

1) Game with the difficulty set to 'Normal' with the CPU option enabled
2) Game with the difficulty set to 'Challenging' with the CPU option disabled

Basically, what is the step-up ladder of difficulty with this new option?

Also, from a usability standpoint, assuming this option does affect difficulty, should this option be moved to the setup panel where the difficulty option is selected.

No effect on the 'listed' difficulty. That is, Normal with Max CPU will still be Normal, the same as Normal with Min CPU will be Normal. The actual AI behavior in the game should be better, though, despite the difficulty being listed as the same.

I believe you would see a greater AI performance improvement by increasing the overall difficulty level first. Once you get to Tough, the AI has all of its mental facilities at its disposal, and is no longer receiving ability penalties as it does at lower levels.
