Colonizing Planet Question

Hey Everyone, I a brand new to this forum but got the game for christmas and love it. I dont have the expansion pack (yet) but I wanted to know if there was a way for me to colonize planets with a rating of Zero. My enemy's do it, sometimes in my own solar system, and then I just simply invade the planet and take it over. But is there another way because starting wars gets really expensive.

No, there is no way to colonize a planet with rating of zero. As for your enimies colonizing them, it is either a bug, or they are getting your PQ 4 planet. Now, there are occasionaly events that happen that raise class 0 planets to a level that will be habitable, but these are fairly rare.

Zero-class planets cannot be used by anyone, unless you encounter a random event or united planets issue that causes one to rise in quality.

The planet the AIs are colonizing in your system is most likely your 'secondary' planet. Most races have a planet of class 3 or 4 in their home system in addition to their homeworld (for the Terrans, it is Mars).
