Personal Icon File Size

Ok so was trying to upload my personal Icon for my site but the 20kb site limit is a pain because I cannot get a jpg file under 20kb with only black and white let alone any other colors. I made a picture with photoshop set jpg to the lowest setting at 10x10 pixels and it is still over the size limit. Can we make the size limit larger?

You may have a setting wrong in Photoshop, I would think. I have many 50x50 jpg images for avatars, most are around 10-14kb,(full color images) most saved as jpg with only 1% compression.
