Where to start?

Darn. I accidently just left the page and came back. My text was gone so now I have to retype this. As you can tell, I'm new to a lot of this. I'm not even sure where this top should go so if you could help me out, that'd be great. Thanks. I would like to have this theme for my computer. Well for one, when I download it, it shows up on my computer but there's no way to install it. If you could tell me what program I need to succesfully install this and how to install this theme that'd be great. Please use baby talk. I'm not to hot with computers.

EDIT: Nah, I have a question. The theme is up, but I don't know how to get the background, and the icons on here as well. If anyone could let me know, once again, it would really apreciate it. Thanks.

FYI - when somebody asks that, it didn't come with the skin. Not all skins include wallpapers or icons.
