No, AFAIK, it's more like something that may once have been hip but is now insipid and trite. It is supposed to have been some kind of "hacker code" where some letters in words are replaced with numbers that resemble them. In the above example, the number 1 replaces "L", 3 replaces "E", and 7 replaces "T", making "LEET". That is short for elite, which is sadly how some people who use this substitution think of themselves. The OP, though, is just making a joke about being beaten by a "LEET" Yor ground force.
