Can't add to dock

I seem to have done something where i can't add anything to my dock when I try to drag an app on I get the not allowed mouse hand items can't be removed by grading them you have to right click to remove them

uncheck 'lock dragging'

Try right clicking on the dock, going to view, check if icons are locked ("Lock Icon dragging" at the bottom), and see if that doesn't resolve it.
