Problem loading non-windows taskbars

Hello. I have an annoying problem:
Whenever I load a skin with a sidebar or something similar it doesn't load. I only get the skin changes on regular menus and windows, I am missing some feautures in the full skin... why can't I load those feautures? is it something about my settings?
For example http://www.skinbase.org/rate.php?skins=31169 This skin has a sidebar, when I open WindowBlinds and apply the skin, then the sidebar doesn't load.
