You'll need to have DesktopX installed for that theme to work.

Once installed, just cut/paste the theme file into C:\Program Files\Stardock\Object Desktop\DesktopX\Themes\. This directory might be different if you don't have ODNT.

That is a DesktopX theme, so you will need DesktopX to use it. You can find more information about DesktopX at the link below.
