build time is always "never"

After installing v1.4, in the colony management screen when I choose an upgrade the build time is always listed as "never" regardless of my resource allocations or economic settings. If I activate the upgrade, the correct build time is only then displayed.

Thats because your social abilities on the planet when not used is diverted to military ability therefore social is'nt active (rating doesn't count). It shows your building time after you double click because your social abilities are active on building a project(rating [whatever it was]).

If you toggle one of the focuses (military, social or research) the build time should then display properly; I don't know if that's been posted as an official bug, though.

It should be, otherwise what's the point of displaying an estimated build time?
