Where do I POST or SUBMIT requests for new Desktop Skins?

Instead of relying on the artists and developers to come up with their ideas, where can I submit or post what we are looking for in a skin?

You can post "Ideas" in the OS Customization section under whichever customization program your interested in. A skinner may decide to give it a try. Requests are not usually done due to the amount of time it takes to make certain skins (Windowblinds & DX3 take 40+ hours ) As long as your polite about it, it probably can't hurt to try though.

However, if you think some modifications to an existing skin might meet your "personal" needs there are many here who would help guide you through it.

Lantec, thank you so much for the reply.

What is troubling is that I have to go through over 3000 desktop samples to see if one of those can be applied or slightly modified to what we need.

We have a PI Laptop, and wish to have a spy-like, CIA or FBI type of feel to the desktop skin that will interface with our private investigator software, web sites, and other items.

I am sure someone has developed something close to what we need, but am lost.

If you're wanting someone to develop a particular look and feel for your business needs, then you should consider hiring someone to do it.
