software to create\edit themes

I have tryed StyleBuilder and SkinStudio but I have some problems whit this softwares.
StyleBuilder: I have edit a theme and test it...when I restart the PC was appear another theme (Windows clasic)
SkinStudio: I can't save them .msstyle...I like it but I need .msstyle files

Anyone can help me whit another sofware or can guid me to work one of these programs?

SkinStudio will convert msstyles to Windowblinds. From there it can be editted and applied with Windowblinds. SkinStudio is not a MSStyle editor.

ok...and from Windowblinds(.wba) I can't transform it to .msstyles?

Nope. And no loss. WB can do more than stylerXP without the system level hacks or any legal issues.

I need them .msstyles because I want to put them in \Windows\Resurces\ to dont use a program to install it
