Where would we find these programs and are they free to gal civ 2 end users?

Some are free, some are not. They come from all sorts of sources; just get on IRC during business hours and ask one of the devs what they used for any particular thing, then google it. Anthing that wasn't developed in-house like the scenario editor will be out there somewhere.

IRC is Internet Relay Chat. It refers to a network of chat servers and channels. It's not restricted to Stardock or anything in particular, really. It's been around for years.

It's worth noting that stardock central has a built in IRC that will automatically connect you to their chat server.
