Capitals - Affect Only Planet, or Entire Civ?

Trying to figure out where to put my capitals (Tech, Manu, Econ). Do the capitals affect only the planet that you build them on, or do they affect civilization-wide (ie all your planets)?

Only the planet they are built on, so it is usually best to specialize those planets to take advantage of the capital bonuses. Don't put the capitals on bonus tiles, though.
