Need help downloading "Q's Windows Generation"

from WinCustomize Forums
I am trying to download a desktop skin, "https://www.wincustomize.com/ViewSkin.aspx?SID=1&SkinID=3564&LibID=31". But when I download it, my computer doesn’t recognise the file type. Does any one know how I can install and use this skin?

You need to install DesktopX to run that file format.
