What is this icon?

What is the shield symbol in the first column of the Civilization manager, colony tab? I can't find a definition anywhere.

It isn't a capitol, because my economic capitol doesn't have one. I don't think it is related to morale or production or population, as the planets that have them are basically identical to ones that don't.

I've looked in the manual, the wiki, and searched the forums, but still no idea what the shield means.

Any thoughts?

it means its defended with a ship i think!

it means that there is a ship in the shipyard, but not neccesarily defended because if you leave a colonizer in the shipyard, the shield icon will show up.

Yes, it means there are ships in orbit.

Thanks. I was so puzzled because in my last game almost all of my planets had shields and this game almost none do. I should have realized that in this game I went with a forward defense rather than an orbital invasion deterrant strat.
