Arrow Theme Not Transparent

I downloaded the Arrow theme from wincustomize but the title bar and minimize, maximize, and close buttons are entirely opaque. The taskbar is transparent as well as drop down and right click menus. I have not tried any other themes that feature transparent titlebars. Could it be that I am using the demo of windowblinds, or another problem?

yes - the per pixel stuff only works with the skin supplied with the demo - not downloaded skins
