Can WB export themes as windows theme files?

Can Windows Blinds export themes as windows theme files. If not can it export themes in a format that doesn't require any software to apply (I want to share themes with friends without making them install additional software).

WB themes require WB I am afraid. The software isn't an app which just changes registry entries or anything like that, it actually provides the skinning services etc.
