Showing OD & Taskbar on top

Hey all,
I'm trying to figure out if there is a way I can do this: I used to have OD hide the taskbar, and I sized the taskbar before it was hidden to where I could leave OD on top, and it wouldn't be in the way of the bottom of any of my windows (in other words, the bottom of every window stopped at the top of OD just like the taskbar). I hope that makes sense! Anyway, I'm trying to figure out if there's a way I can bring the taskbar back on the bottom, but do the same thing w/ OD on top of the screen. So bascially, both would be visible at all times, and not obstructing the view of any windows. Is this possible??
