Can't build improvements?

Hi all! Playing my first game and something is puzzling me. I've created several new colonies, and the population on at least one of them has gotten fairly large - 2+ million. Yet when I try to create a factory or farm on those planets, it says that the amount of time it will take to create those improvements is "Never." What am I missing here? I've read the manual a couple of times, and I haven't read anything yet that explains what's going on.

It may be that your social production slider on your domestic policy management screen is set to zero...this means you are not spending anything on social production (to build improvements).

Also, when there is nothing being built and you start to build something, the screen initially shows "never" for time to build because the unused social spending was funneled to military spending. But it will begin building the improvement. If you exit the colony management screen and then go back, it should show the real time to build. I'm not sure, but this may have been fixed in the 1.2 patch.

BTW, I hope that you mean 2 Billion population...2 million population is very, very small and it would take forever to grow into a good taxpaying colony. Population = taxes = positive cash flow.

Many, many thanks. I went ahead and told the program to build a factory and when I came back into that screen it showed 50 weeks. When I came back in after that, it showed 9 weeks.

And yes, 2+ *billion* population - sorry!

And also, BTW, I don't think it's fixed in 1.2 - I'm running 1.2 and it's happening to me.

FYI population does not increase you ability to build things, it just gives you more money. you could have 10 factories and 1 billion and have huge production, but that planet is spending money made on other planets or using up your treasury. Or you could have 2 factories and and 20 billion and get huge taxes and support your other plants but have low production on that world.

vs prod and bc things so I could build a good economy ...
