No UIS file...

I know this is prob'ly a silly question, but I'm new to all this stuff.
I'm trying to use some of the skins in the library... but when I go to add them I get "there is no .UIS file"...

What's this all about?

I downloaded the file from WinCustomize ... file name is: ClearXPFinalVersion.wba ... I am trying to install from the add skin in WB and I getting ... there appears to be no .uis file in this skin ... are you sure its a window blind skin. I have actually downloaded several from that site and they are all rated 4 stars that have that message. Thanks in advance for your help

It's a toolbar.  First download - no uis
redownloaded = chose open with WB == installed

sometimes the downloads glitch and the file (basically a specialized "zip") gets corrupted.

I have found 'no uis' to mean 2 things so far:

file corrupted or
file is actually a zip with the actual file in the correct format inside.
