minor race classifaction and stuff

first i don't think that the I-league should be classified as a minor race just becouse you break away from several large empires doesn't mean that you don't want to rule the galaxy

secound since non of the minor races or the I-league is a member of the UP then you should be able to trade with them even if you drop out of the UP

that is all i can think of right now
