V 1.2 - Can't Break Alliances with Minors

I can't find the option to break alliances with minor races in the foreign relations menu or when talking with them. Is this a bug or am I doing something wrong? If I remember correctly, I could do it before... I think. Also, I still can't rename star systems! What gives?

As stated before, the only way to do this, is to have someone else (not one of your allies though) attack the minor race, then refuse to help them. This breaks the alliance.

and you can only rename planets...not stars
