Cursor Xp help

some times when i go over linked images or some cursor changing objects my cursor does not change...why is this? does this have anything to do with what my settings od controlpanel/mouse options or is my cursor purly based on the CursorXp options...

i guessing it's mouse options based on my way of thinking (cursorXP) only masks the cursor, not the options.
