There is a big fat 'Manual' button in the launcher.

Otherwise, a starport is built on planets same as any other improvement. To build starbases in space, build constuctor ships, send them to the location, and hit the construct button.

Other than that, play a couple of games on 'cakewalk' difficulty to learn the ropes and see how the game works. The best way to learn this game is to PLAY IT!

Don't hesitate to start at the easiest settings! This game ramps up the difficulty very quickly. Learn the basics while beating the snot out of the AI when it's crippled. Then try a game on 'normal' or higher. Heh heh.

hey dude a starport is available without technology so is avaiable to start with.. you homeworld has a port built automatically for you so you will have to colonize a new world to build a new port.. < click on a tile then click the starport button on the right hand side of the screen for new improvements options.. There no manual needed..
