help on Royale Vista WB skin

on the screemshot for this theme.. theres a toolbar under the address bar.. when i first installed the skin, i had that toolbar.. but for some reason it went missing n its at the side of the window instead, can someone tell me how to get it back to the top?

Ive had same thing happen a couple of times,,a reboot gets it back ok.
