Can't see my wallpaper

Recently windowsblinds is hiding my wallpaper under the skin desktop color. If I close explorer.exe I can see the wallpaper but once windowsblinds is on it gets covered again. I hate having a plain background. How do I fix this??

right click desktop > arrange icons by > is lock web items checked?
