Help Me Out!

I'm looking for a program that can edit/manipulate icons and taskbars on your desktop. I saw a picture of a person'sdesktop and he had a really cool dark background with Windowblinds Dogmax theme, and his icons were smaller, and were neatly listed on the top lefthand corner of his desktop. the icons had a small picture and the words were to the right like this:

[ ] My Computer
[ ] Recycle
[ ] My Documents
[ ] My Pictures

Also the Taskbar and the icons were transparent!
Im guessing this software allows you to change icon attributes like color, size, alignment etc, and also make changes to your taskbar.
It was a really cool looking Desktop and Im wonder if any of you guys know the software that could do it. I currently only have Windowblinds Full Edition.
