Question regarding Minor Race Pop-Up

OK, here's the scenario, I am sure all of you have seen this.

A pop-up appears stating that some minor race has "acquired" all the techs of another major race and it implies that they would trade all of it, indicating that they are interested in acquiring additional planets.

Great! I have immediately tried to trade them a planet for this tech, but can't seem to do it.

Is there a trick to going about taking advantage of this? There have been times when I have "over-colonized" and have too many planets (for the time being) and would happily give one up for a lot of tech. How can I take advantage of this seemingly generous offer? Thanks!

In a word "Diplomacy".

Breaking it down.

There is an entire line of research for Diplomacy. Now throw in your cultures influence, military power and credits in your bank account you can think about starting to trade for just about anything.

If your to weak in Diplomacy though compared to the nominal value set for that minor race they will blow you off frankly, you can overcome this inadequacy by trading higher for the goods which makes them of course not as cost effective.

Kick in military power, you could, every so often, simply force them to give you the goods. This works occasionally well on the major races, I have yet to use it effectively though on the minors.

Thanks for the reply.

Unfortunately, I have had this random event occur when I am already extremely advanced in diplomacy. ( I have started with advanced diplomacy as one of my races' special abilities, have already researched the heck out of the diplomatic arm of research, etc.) In fact, when I deal with other races, it invariably states that I am quite advanced in my diplomatic abilities.

I assumed ( I know, I should never assume) that this pop-up indicated that this would be a "no-brainer", that being that as long as you offered a planet (what they want) you would get what they have to offer, according to the pop-up.

It appears not. Oh, well, thanks anyway!

I have no problem getting planets from other races.Some are just plain stubbren so you have 2 scare them with your infulance and milatary power.

Actually Alex, It could be a bogus event. I have gotten it and then found that no decent techs show up in the list. It also sometimes occurs related to a minor I have not met and may never meet.

So, either the race they stole the tech from didn't have anything I didn't already have (the most likely answer ) or it is just in the game for flavor.

Thanks! I believe your response to be much more indicitive of what I feel has happened to me in the game I am playing.

I suppose I was just reaching for straws, hoping that there might be something I missed, but, alas, it appears that you are, in all likelihood, absolutely correct.
