HELP: why so little production?

I'm new GalCiv games, i'm just starting my 4th game. after lossing the first two i think i'm getting the hang of it, but there are a few things i don't understand, one of which is just how production is calculated. I'll have two near identical planets with completely different production outputs, eg:

Nestor IV

1 Factory on a 300% production bonus tile
Planet bonuses: 10% prod, 15% econ
Population 0.45b
Approval: 100%
Social Production: 24 units

Russom III

1 Factory on a 300% production bonus tile
Planet bonuses: none
Population 2.52b
Approval: 100%
Social Production: 5 units

Poseidon II

1 Factory on a normal tile
Planet bonuses: 10% prod
Population 1.1b
Approval: 81%
Social Production: 10 units

All factories are lastest model availible to my civ. Sliders have remained at 50% social and 50% research since game start.

Why does Russom III produce hardly anything? It has 5x the population of Nestor IV but produces just 20% of the output. Does the a 10% planetry production bonus really make such a big difference (i.e. >400%). I've tried everything i can think to fix Russom III, what i'm i missing?

Firstly, pop has nothing to do with it. Secondly, can you show a screenshot, because I'm not sure why that's happening, unless you accidentally switched the focus to military

niether does approval.

What have you set your industry spending in the domestic screen too?

Have you got the focus set to something else for that planet?

Maybe bonus tile isn't working. Take a look in the summary screen for Russom III, the 300% thingie should stated there, if not the bonus tile isn't working. Has happend to me from time to time.

Sometimes after i load a game some planets act as there wernt any factories on them. eg i got a planet with enchanced factory and it has 3 military and 5 social but if i buy a factory on this planet it works ( only the new one works the old one remains useless)

Thanks for the replys...

I quit the game and reloaded, and that fixed whatever the problem was...must have been some sort of glitch, no focus had been selected for any of the planets (and tried several times to add focus and unfocus, trying to get my production)...but when i reloaded all was as it should be...except that i'd missed out on 20 production a week for about the first 50 weeks of the game.
