map maker / minor races espionage need help

how do i spend money on espionage on minor races. in the minor races reports is says i need to spend more money to get more information on the minor race but it doesnt tell me how.

also is there a "map maker" download where you can make you own solar systems for the custom civilisation ( e.g a solar system with all >20 class planets and loaded with precursors artifacts),
