Upgrade ship problem

I loaded a game created by last official patch.

When I try to upgrade a ship, it doesn't show the ship modules.

I noticed when I create a new ship, it shows the modules accross the top.

When I saved the new ship and tried the upgrade, again the modules were missing.

Is this a bug or am I missing something?
