Today in our world, we have life and liberty. why then do we have to ask in order to marry a lady from another country? Uncle Sam says, "Prove it". In other words, if you can't afford to fly to where she is and spend some time there, (which is nice) then our Uncle Sam can and will tell you, No. Why you ask? For the simple reason that our very own Uncle Sam has in fact decided, if you can't afford to go there... then she can't come here. Thats not bad, but, what if you are just an average Joe, and you fall in love? Don't you think we should be able to send her a ticket to come???? It should be, I can see if Uncle Sam ask if you could care for this lady. Why then say No? Don't we have a choice???

Yep......you have to have a salary 125% above the poverty level to "bring a girl over here and marry her", this is to make sure that you can take care of her, and that she won't become the responsibility of the gov't (i.e. welfare). Also, people from foreign countries have paid US citizens money to marry them in order to get eventual citizenship, hence the proof of relationship that the gov't will require, along with a rule that you have had to meet them face to face at least once. It's all very complicated, but do-able. If you don't meet the salary guidlines, you can try and get a co-sponsor. If you are serious, here's a Link
