Changing Starbase limit

Hi does anyone know if it would be possible to create a mod ( or even just change a value somewhere ) so that only one stabase is allowed per sector instead of four ?
This is something I would really like as in many games the entire galaxy gets full of these and somehow it doesnt seem realistic I mean these are massive space stations not little satilites.
