Planet Quality Issue

First of all: The Planet Quality ability is buggy.
When i chose the 20% PQ ability, my initial world will be class 12 and it will have 12 squares available. But when i colonize a class 10 planet, it will rise to a PQ of 12 but only have 10 squares available !
So the 20% PQ are really worthless right now, all i get is a little higher base morale because of the higher PQ, no additional tiles (except for my homeworld).

Lets assume PQ would work as it should, increasing the PQ and granting additional tiles to all my planets.
In gal civ 1, PQ was everything: It did determine morale, production, max population, just everything. Thats why the PQ bonus was made so expensive (3 and 8 points).
Now in gal civ 2, PQ is not nearly as important as in gal civ 1.
It still affects base morale but it does not affect production and population. So i can use that one bonus tile i get from the PQ ability to either raise production or population or research. I also have to pay 100% for the production bonus i get from that extra factory on that extra tile while the production bonus from a social ability is 50% free.
So in the end, i dont think that 10% PQ are worth 3 points. I'd make it cost 2 points. Maybe keep the 3 points ... i'm not really sure on that ... but 20% PQ is certanly not worth 8 points, more like 5 points or 6 at most.

Would be nice to see the bug fixed in 1.1
