No New Start bar for Aero XP

Downloaded Aero Xp Theme but original startbar stayed. How can i get the one in the picture?

The start bar is associated with the Windowblinds skin StealthOS by Mike Bryant. You will need WindowBlinds running and the StealthOS blind loaded to get it to look like the one in the picture.
