pirates insanely strong?

Is there anyway to actualy deal with them at all, I just got the game and in my first game there's 4-5 pirate fleets in a tiny universe and they are insanely powerfull, upwards of 42 ships, 200+ logistic points, 2300+ weapon defenses, even with my biggest fleet I can make using doom rays I can't even destroy a single ship in their fleet of 42, let alone the whole fleet, and there are mulitple fleets
