Desperately Need Help

Okay so my planet earth has a population of 17.4 billion. The PQ max for a class 11, which is earth, is 26.2 billion. My approval rate is 100. No colony ships are being built. I have 26mt farm supply, which can support 26 billion people. Why doesn't my population grow? I can't decide what is buggier: the site or the game. Anyways check out these posts expressing a similar frustration.

Right. This forum isn't buggy, it just needs a bump. STOP MULTI POSTING. Earth is a 10. Not 11. The game isnt buggy. If you dislike it so much, stop playing it.
