How do you start with cheats enabled?

The only reason I am is asking is because I want to see how the AI proceeds throughout a game to learn it's strategies and improve mine. I don't plan on playing games that way, just want to know.

Also, is there a way to find out which level the AI is set to when a game has started? I'm in a game now that should be Challenging all around, but the AI is not doing anything, as if it is on Easy or something.
