Ethical Alignment Perks? Neutrality Centres etc

Soooo anyone know what the supposed "additional weaponms and defensive techs" are for the neutral faction. Neutrality learning centres don't exist and I have yet to see (i believe) any techs not avail to the other races.
I have seen a subspace rebounder (?) in trade with another race but got nothing in return for my trade.
Also, I've seen in the MD-line of weapons a reference to the psionic shredder but nothing in techs, mayhaps an evil weapon?
any insights would be mooch 'preciated
