Possible AI weapon flaw?

First, I'm going to have to say I DONT have any save files to back what I'm saying up. It's not a major thing, may not be a bug at all. But the computer AI is terribly slow at adapting ships to it's needs. That's not quite right, because It's adapted to totally expose my weaknesses and block my strengths before in as little as 4 turns, getting a brand new generation of fighters out. But (mainly in the laser tree) it doesn't upgrade these weapons. I've seen ships with 9 laser attack from mark v lasers all over it's hull (no starbases neaby, I go for those first). It's intelligent, and I know it has better because I sold them (drengin) god damn every tech up to phasors 2 ages ago! yet, when 3 phasors would be cheaper and more efficient, and say 7 phasors would have bypassed my rather primative shields (stupid I know, sell phasors and only have shields 3), and therefore won them the war IMO. I couldnt match them militarily, but for over 40 turns they didnt do a thing. By the time I'd reached their core worlds (huge map), they FINALLY rolled out a new ship, armed with Nano Rippers (which I certainly hadn't given them, because I stole the tech when I invaded them) but too little, too late. I believe it was about 2 generations after war start, and they'd been hostile before that to produce at least another 1 before attacking me.
Is there a part of the code that causes the Drengins in particular (only seen it once or twice with others, as they seem to veer towards drivers and missiles) LOVE laser? I really should have lost that game, and was quite upset at the ease which some of my end-war battleships could flatten an entire 6 ship Drengin fleet single handedly. With our comparitive military power, I was honestly expecting my arse to be roasted and served to me on a plate, while they ate my skin
