When do Alliances become available?

Hi all,
After successfully researching "Alliances" I expected to see them become available on the Dialog window for the various races.
Unfortunately except for "make peace" and "attack", I never see anything to do with alliances.
I suspected it only became available when the race relations became very positive but I tested that last night and still no Alliances in the dialog window.
Am I missing something?
