Upgraded Vessels Inexplicably Begin Build At All Ports

I ran into a bug twice yesterday under similar circumstances in the same game of Gal Civ 2.

After upgrading (again, this happened twice with two different hulls) a vessel class and applying the upgrade to all such vessels in the field, a few turns later, presumably when all upgrades completed, every single shipyard I had started building the new class of vessel. If not for my roommate (beta/gamma tester Vinco) telling me how to stop it easily, I'd not know how to shut them all off.

Am not aware of any other circumstances leading to this malfunction.

i've noticed this too. I once had a medium hulled cruieser building at several planets, then i designed a new explorer class ship based on the same hull (no weapons of course), and when i was done, all the planets building my cruiser were now building my explorer! as if the game read that as an upgraded replacement.

Is this happening beyond when you click UPGRADE on an existing design?

I personally love this behavior, as it lets me do quick and dirty upgrades of the small fighter type ships that I tend to have building in all of my lower production starports. I only start a new ship this way if I actually want to start building the different version ever since I noticed that it works this way. What is the work around your roommate told you about?
