Ok, I can't figure out how to make an alliance. I have the technology, I even gave it to everyone else. I have good relations with a few, but I never get the option in the diplomacy screan. So, how is it done?

Your relations with the other race must be better than friendly.
Don't remember if it's called "warm" or "close" but it's one step after friendly relations.

You must be "close" to see the Alliance option under the treaty section in the trade screen.

I believe there are two steps after Friendly: Warm and Close.
I've never noticed the option of an alliance unless I was "Close" with them.

Could very well be that you CAN do it at "Warm, I just never noticed it.

It goes Neutral->Warm->Friendly->Close. You can only try to form an alliance when Close, though they may not accept it (at least not without some palm grease).

How about the opposite of alliance--how do you request the surrender of an AI opponent? I just see "surrender" as a type of trade offer, which really means "I surrender". There isn't a surrender demand that I can find.

You can't

You sort of have to smash him down and hope he surrenders - but still, he decides to which empire he surrenders

How do you get somone to be "close"? I give and give, but they don't want to be anything but friendly.

War, Hostile, Wary, Cool, Neutral, Warm, Friendly, Close, and Ally are all the relations types.

In GC1 if you smashed someone hard enough, you could ask for all their planets, and once in a while they'd give in.

Haven't tried it in GC2, I've never been in that big a war.

when having an aliance,can you ask them to help you with a war...i do you about asking them to attack someone,but what if your enemy isnt available in that attack someone list?

You can only request help by 'buying' an attack on another race as you have already found. Otherwise, they may eventually announce to you an intent to help you on their own, but there is no means for you to demand they "fulfill the alliance" as they do to you.

I usually just "buy" my Alliance. I add "alliance" to the trade table, and Throw about 100,000 or more credits at the AI.
